As Attorney General, I will enforce the law fairly, defend constitutional rights, protect vulnerable people, and ensure that no one is above the law. Every position below is guided by one principle: Liberty and Justice for All.
Right to Life
Every pregnant woman deserves compassion, support, and real alternatives. Too often, women bear the physical and emotional burdens of an unexpected pregnancy while fathers avoid responsibility. Our goal should be to help both mother and child, not abandon either.
As Attorney General, I will not prosecute women seeking abortions. My priority will be protecting vulnerable women and children by enforcing the laws against those who exploit, coerce, or endanger them.
That includes investigating abuse of minors, failure to report suspected sexual abuse, coercion, unlawful distribution or administration of abortion drugs, violations of informed consent requirements, and other criminal conduct where supported by the facts and the law. No medical license should become a shield from accountability.
Rhode Island’s abortion laws have changed significantly in recent years, but those changes do not eliminate the Attorney General’s responsibility to enforce every applicable criminal statute. My office will carefully examine how abortion laws interact with homicide statutes, child protection laws, mandatory reporting requirements, medical licensing laws, and other criminal provisions to ensure that every law enacted by the General Assembly is enforced faithfully.
The Attorney General’s duty is not to advance a political agenda. It is to protect the vulnerable, uphold the Constitution, enforce the law equally, and ensure that no person or institution is above accountability. Women deserve honest information, meaningful support, and equal protection under the law. Children deserve the fullest protection the law provides.
Religious Freedom
Rhode Island is the birthplace of American religious freedom. Our Constitution strongly protects both the free exercise of religion and the right to practice no religion at all. Government must never control individual conscience.
As Attorney General, I will defend the constitutional rights of every Rhode Islander equally—Christians, Jews, Muslims, members of every faith, and those with no religious affiliation. My office will not decide which beliefs are acceptable or worthy of protection.
During COVID, many Rhode Islanders raised legitimate concerns about the handling of religious exemption requests. Government must apply religious liberty protections fairly, consistently, and honestly, without requiring citizens to conform to a particular institution or religious authority.
Where government officials or institutions knowingly violate these constitutional rights, I will use every lawful tool available to ensure accountability.
Religious freedom belongs to everyone—or it belongs to no one.
Independent Counsel
Rhode Islanders deserve a justice system free from conflicts of interest. When the Attorney General’s Office has a conflict, simply assigning the case to another attorney within the same office is not true independence. Public confidence requires impartial review.
As Attorney General, I will recognize conflicts when they exist and will never use my office to shield itself or other powerful institutions from accountability. Where a genuine conflict exists, I will seek the appointment of truly independent counsel through the strongest available constitutional and legal mechanisms, working with the Governor, the courts, and the General Assembly when appropriate.
No public official should investigate himself. No government office should be above review. Justice requires independence.
Second Amendment
Public safety and constitutional rights go hand in hand. Laws that fail to stop violent criminals do not make Rhode Islanders safer—they only burden law-abiding citizens. The right to keep and bear arms is a fundamental right protected by both the United States and Rhode Island Constitutions, and any restriction must meet the highest constitutional standards.
Rhode Island’s magazine ban illustrates the problem. Criminals willing to commit violent crimes are not deterred by possession laws, while responsible citizens are. As Attorney General, I will challenge unconstitutional firearm restrictions—including magazine bans, so-called “assault weapon” bans, unjustified age restrictions, and other ineffective laws that violate constitutional rights. I will defend public safety by enforcing laws against violent offenders while protecting the freedoms guaranteed to every law-abiding Rhode Islander.
Affordable Housing
Rhode Island families need housing that strengthens communities, not just increases density. Large, centralized affordable housing projects have too often concentrated poverty and weakened neighborhoods. A better approach is smaller-scale, family-oriented housing integrated into existing communities.
Affordable housing should provide safe, stable homes where families can grow, children can thrive, and neighbors know one another. It should create opportunity, independence, and a pathway to homeownership whenever possible.
I am working with community partners on a pilot project that would create affordable family homes on an existing farm while preserving the character of the surrounding neighborhood. My goal is to develop a practical model that can be replicated across Rhode Island.
We need creative housing solutions that build strong families, vibrant neighborhoods, and lasting communities—not simply more buildings.
Immigration
The United States has the same right as every other nation to establish and enforce its immigration laws. Having lived abroad under strict immigration systems myself, I understand the importance of respecting the laws of the country that welcomes you.
The Rhode Island Attorney General does not create federal immigration policy, but does have a duty to enforce Rhode Island law fairly and protect public safety. As Attorney General, I will not use the office for political activism or create special exceptions based on immigration status.
Everyone will be held to the same legal standard. Equal justice means no one is targeted unfairly—and no one receives a special exemption from accountability.
Human Trafficking
Human trafficking is modern-day slavery and one of the most serious crimes our society faces. It exploits the vulnerable through force, fraud, coercion, addiction, and abuse, often leaving lifelong physical and emotional scars.
As Attorney General, I will aggressively investigate and prosecute human trafficking, child exploitation, official corruption, and any individual or organization that knowingly facilitates these crimes. No one should be above the law—not traffickers, customers, professionals, or public officials.
My office will work with law enforcement, victim advocates, and community organizations to identify victims, dismantle trafficking networks, and ensure that those responsible are held fully accountable. Rhode Island must be a place where the vulnerable are protected, corruption is confronted, and those who profit from human exploitation face the full force of the law.
Public Shoreline Access
Rhode Island’s Constitution recognizes that government exists for the benefit of the whole community, not just a privileged few. Our shoreline is part of our state’s heritage, and the public’s lawful access must be protected while respecting legitimate private property rights.
As Attorney General, I will enforce the law fairly whenever public shoreline rights are unlawfully obstructed or citizens are intentionally misled about where they may legally go. No one should use false claims of authority or unlawful barriers to deprive Rhode Islanders of their constitutional rights.
I will also carefully review concerns that government powers, including local regulations or fire district designations, are being used in ways that unnecessarily restrict lawful public access. Public safety and public access should work together, not be placed in conflict. Rhode Islanders deserve both safe communities and equal access to the shoreline guaranteed by law.
Domestic Safety
Domestic violence destroys lives, tears families apart, and leaves victims with nowhere to turn. Rhode Island must do more to protect survivors and break the cycle of abuse.
My “Man Up” proposal creates a new way to fund emergency shelter and support services through a voluntary payroll contribution of just $2 per week. Participants can proudly show their support for protecting women and children while helping ensure that every victim has access to a safe place to go.
As Attorney General, I will aggressively prosecute domestic violence, protect victims, and work with law enforcement, shelters, employers, and community organizations to strengthen prevention and emergency response.
Domestic violence is a public safety crisis. I will recommend that the Governor use every lawful tool available—including emergency authorities where appropriate—to expand victim services, coordinate resources, and make protecting families a statewide priority.
Environment
Protecting our natural resources and encouraging responsible economic growth are not opposing goals. Rhode Island can do both.
I have a long-standing commitment to conservation. As President of Penn State’s environmental club, I helped lead efforts to protect dolphins by encouraging changes in commercial tuna fishing practices. That experience taught me that environmental progress is most effective when it is practical, science-based, and focused on real results.
As Attorney General, I will enforce environmental laws fairly and hold polluters accountable. At the same time, I will oppose unnecessary or burdensome regulations that do little to protect the environment while making it harder for Rhode Island’s farmers, fishermen, and small businesses to succeed.
We should protect our air, water, and open spaces while encouraging innovation, responsible stewardship, and economic opportunity for every Rhode Islander.
Election Integrity
Public confidence in elections depends on transparency, accuracy, and the consistent enforcement of election laws.
Many Rhode Islanders have raised concerns about election administration and voter confidence in recent years. Questions about election procedures should be addressed through lawful investigation, careful statistical analysis, and the fair application of the law rather than dismissed without examination.
As Attorney General, I will investigate credible allegations of election-related crimes, enforce Rhode Island’s election laws without regard to political affiliation, and prosecute election fraud wherever the evidence supports criminal charges.
I will also work to combat identity fraud, unlawful voting, and any criminal organizations that exploit vulnerable individuals through document fraud, extortion, or human trafficking. Election laws should be enforced equally, and every lawful vote should be counted accurately while unlawful conduct is investigated and prosecuted under the law.
Public Safety
Hardworking Americans have had enough of violent criminals who disregard the law and endanger our communities.
As Attorney General, I will strengthen the justice system by expanding the denial of bail for dangerous offenders, ending lenient plea bargains that produce inadequate sentences, and reallocating dozens of prosecutors from the Anti-Trump lawsuit division to the front lines of crime-fighting. These additional resources will help secure more convictions and deliver stiffer penalties. I will also ensure that jury pools are free of illegal immigrants and fully protect citizens’ Second Amendment rights without unnecessary interference.
